Date of creation The Committee was established when the legislature was inaugurated through the latter's Standing Orders.

Mandate In accordance with the Standing Orders of the National People's Assembly, the Committee is competent to deal with issues related to constitutional review, the organization and function of local authorities, freedoms and human rights, the electoral system, the magistracy and the organization of the judiciary, criminal law and criminal procedure, civil law and civil procedure, administrative and territorial organization, the status of persons, the laws governing wakf property (property for public use), the commercial code, public service regulations, the law on political parties, the status of members of parliament, the Standing Orders of the National People's Assembly, validation of the mandates of new members of parliament, the special status of parliamentary staff and all other laws falling within its purview. The Committee's sphere of competence covers notably questions related to freedoms and human rights and the status of persons. The Committee may draft bills and examine draft laws submitted by the executive and may organize debates on issues related to the status of women and gender equality in the form of parliamentary study days, seminars and symposia.
Membership The Committee is composed of 30 members. They are designated by the various parties in plenary session for a renewable one-year term. Composition by sex: 25 men (80 %), 5 women (20 %)
Working methods The Committee is seized by the Speaker of the National People's Assembly of all draft laws or bills falling within its competence. Debates within the Committee are valid irrespective of the number of parliamentarians present. Voting can only take place within the Committee if the majority of members are present. If a quorum cannot be reached, a second sitting is held within six hours. That vote is considered valid irrespective of the number of members present. The Standing Committee's work is led by its Chairperson or the Vice-Chairperson if he/she is prevented from chairing a sitting. Its work is presented to the National People's Assembly by the Committee rapporteur. In his/her absence, the Committee Chairperson appoints a substitute. In carrying out its functions, the Committee may call on qualified persons or experts. It may also hear the representative of the authors of a bill or amendment. It may ask the Bureau of the National People's Assembly to submit a draft law or bill for the consideration of another standing committee. The Committee is fully competent to deal with matters falling within its purview. Functioning: The Committee receives the necessary support from the administrative services of the National People's Assembly, in particular from the body in charge of the standing committees. The chamber's budget is sufficient to provide for the Committee's needs and any unforeseen expenses associated with the Committee's work.
Relations with other parliamentary bodies The Committee may ask the Bureau of the National People's Assembly to submit a draft law or a bill to the consideration of one of the other eleven standing committees.
Relations with external bodies The Committee has ties with external bodies, including members of the government and any other body likely to enlighten Committee members on any aspect of its prerogatives and duties, including non-governmental organizations dealing with women's issues.
